Pick up and drop from Hotel to NIT, Silchar during the Seminar: We have made necessary arrangements for pickup (9 AM in the Morning) and drop from the hotel to NIT Silchar and back during the Seminar. The detailed programme schedule is available in the hotel reception.

However, for your information, the Seminar will start on 21.03.2011 at 9.30 AM in the CET Hall of the Institute & will be over by 3 PM on 23.3.2011.

BACKGROUND
Information Technology has dramatically impacted the librarian and their relationship to the communities they serve. Librarians, individually and collectively, cannot ignore the changing shape of information services that are emerging. Everyone knows that the primary objective of libraries is to organize and provide access of information. This objective will never change, but the format and methods that we have used will change dramatically; thus, providing new opportunities and challenges.

The socio economic-cultural context of North East India attracts special attention of our national planners and various developmental activities are geared to improve the basic facilities in this region. Among the most crucial factors which are essential to the regional development vis-a-vis social unrest prevailing in the North East is Education and as such educational planning & programmes attains special significance in our national priority list for this region. Already a host of educational institutions supported by Central & State Government exists in these states. However, it is strongly felt by the planners in North East that any programme undertaken in this region must have an interstate correlation and it must have a north-eastern perspective. In other words (educational) development activities must take North East as a whole without confining them to any one state. Educational institutions like IIT Guwahati; IIM Shillong; NIT Silchar & Agartala; NERIST Itanagar; NERIWALM Sonitpur; Central Universitires like NEHU Silllong; Assam Univ. Silchar; Tezpur Univ Tezpur; Mizoram Univ. Aizwal; Nagaland Univ. Kohima; Sikkim University, Tripura University & Medical Institutions like AMCH, Dibrugarh; RIMS,Imphal & NEIGRIHMS, Shillong are such institutions which are not only catering the educational needs of the concerned states but also to the entire North India & rest of India. With a host of large number of educational Institutions, there has been a growing need to have NETWORK for these educational Institutions. Furthermore there is a growing demand by the LIS professionals for the networking of said institutions & other state level institution libraries for better resource sharing. Therefore, the idea for North East India Library & Information Network (NEILBINET) has come up. On this backdrop the Seminar will focus on Networking of Library and Information Centres in NE India.

OBJECTIVES
• The principal objectives of this seminar is to provide a platform for exchange of knowledge, ideas & learning experience among the Librarians, Information specialists, Information providers & persons related to LIS.
• To identify constraints, problems and challenges relating to networking & information sharing of LICs of NE India.
• To develop inter-institute links within the North East India to facilitate effective exchange of information resources among the information professionals of NE India.
• To initiate a library Consortia in North East India & to suggest the mechanisms to set up North East India Library & Information Network (NEILIBNET).

TARGET AUDIANCE
Practicing Librarians, Retired Library Professionals, Teachers, IT Professionals, Knowledge Workers, Students and Faculties of LIS etc of the country in general and of the North East India in particular are the targeted participants.

CALL FOR PAPERS
Papers based on Case studies, Researches, Practical experiences, etc. on the main theme and sub-themes of the Seminar are invited from the interested persons. The Paper should be within 6000 word including Abstract of about 300 words with 4 keywords and typed in MS-WORD in 12-point Times New Roman. All the references should be properly tagged and referred following Chicago Manual Style. The authors should agree with the transfer of the copyright of the papers to NL, Kolkata and the NIT Silchar. The same should be sent as e-mail attachment to the Organizing Secretary on or before 15th March 2011. All the received papers will be peer–reviewed. Only the accepted papers will be published in an edited book format to be published under the aegis National Library, Kolkata.

REGISTRATION
Interested delegates need to resister for the Seminar. Registration, Boarding and Lodging for the Seminar is free. Due to limited financial resources, only the selected participants (presenting papers) from North-East Region shall be paid TA on production of Train/Bus/Sumo fare receipts. Please note that there will be no telephonic or on-the-spot registration, so please send your registrations before 15 March 2011.

The Seminar will be held during 21-23 March 2011at CET Hall, NIT Silchar-788010

NIT Silchar is located on the Silchar - Hailakandi road at a distance of about 8 K.M. away from the railway station/bus stand. Silchar is linked to the rest of the country by road, rail and air. Transport facilities by the way of day super/night super bus, trains are available from Guwahati to Silchar.

CLIMATE
The state of Assam experiences a maximum temperature of 36° Celsius and a minimum temperature as low as 10° Celsius in upper Himalayas. The annual rainfall is 2484.5 mm and the rainy season is from June to October. The winter stretches from November to February. The climate of Silchar will be moderately cool during March. The participants are advised to bring some woolen cloths as during March the weather will be moderately colder one. The temperature will be between 15-20 Degree Celsius during morning and night.

THE HOST:
The National Institute of Technology, Silchar (An Institute of National Importance) is one of the premier national level institutions for technical education in North East India. Government of India as a joint venture with Government of Assam established Regional Engineering College, Silchar in 1967 with the objective of imparting quality-engineering education, providing cosmopolitan outlook among students and development of National Integrity. This institution has been transformed and upgraded to National Institute of Technology, Silchar with a Deemed University Status with effect from 28.06.2002. The institute has been subsequently made into a fully funded Government of India institution. The institute is situated in an extending campus about 540 acres of undulating land and lakes surround by tea estates and hillocks providing an ideal environment for studies.

LIBRARY@NIT SILCHAR
The Central Library which is the heart of the Institute was established in 1977. It provides one of the important academic services to the Institute. It is a well equipped Library, centrally located with easy access and does provide right impetus for the intellectual growth of the students, teachers, research scholars & others around. Presently the Library is a part of the LTT building with 997 Sq. Ft. floor area & having around 75,000 collections of documents.
The National Institute of Technology Silchar Library with its modern collection of knowledge resources and innovative information services fills an essential role for students, faculty, and the surrounding community in their intellectual pursuits. It is a hybrid library with the state-of-the-art technological applications. The Library holds knowledge resources predominantly related to Science and Technology, Social Sc & other allied subjects. The Library is now fully computerized with an integrated system connected to the Campus Network providing e-resource facility to the institute community. The entire Library collection including the CD-ROM databases and the online databases are made available through Institute’s network. Users can access the online databases through Institute’s network. On-line Public Access Catalogue facility is available at the ground Floor of the Library. OPAC can also be accessed through any terminal on the Campus Network. Library collection can also be searched through Web OPAC.
The Library offers a range of information services to support the learning process set to the highest professional standards. The Library is holding membership of DELNET, New Delhi for inter library loan. National Institute of Technology Silchar Library is an active member of INDEST Consortium through which online full text journals can be accessed.

NATIONAL LIBRARY, KOLKATA
The National Library, India is the largest library in the country and is the apex body of the library system of India. It is an institution of national importance under the Ministry of Culture, Government of India. The library is designated to collect, disseminate and preserve the printed material produced in the country. Serving as a public library, this is a permanent repository of all documents published in India. Under the Delivery of Books and Newspapers (Public Library) Act, 1954, the National Library is entitled to receive one copy of each publication published in the country. It is also a repository of the United Nations publications as well as official documents of selected foreign countries. Some valuable personal collections like Sir Asutosh Mukhopadhyay collection, Prof. Vaiyapuri Pillai collection, Sir Jadunath Sarkar collection etc. have been gifted here. Besides these, a good number of selected documents from various disciplines written in English are purchased every year. The Library also holds a considerable number of electronic documents which are received through the above mentioned act through purchase, while some are generated by scanning of old brittle documents in the Library itself. The Library also has a collection of rare documents. The National Library has elaborate arrangements for physical conservation of books for posterity. The library is situated on a scenic 30 acres Belvedere Estate, in Kolkata (formerly Calcutta).
